Ujjwal took on this mandate as part of UGNI, the accelerator for New India Initiatives under the Office of the Principal Scientific Advisor, Government of India. The Central Armed Police Forces, which fall under the Ministry of Home Affairs, had a minimal training budget compared to the Ministry of Defense's IDEX-backed programs. The brief was to find a technology-led solution that could stretch that budget.

The Story

Ujjwal took on this mandate as part of UGNI, the accelerator for New India Initiatives under the Office of the Principal Scientific Advisor, Government of India. The Central Armed Police Forces, which fall under the Ministry of Home Affairs, had a minimal training budget compared to the Ministry of Defense's IDEX-backed programs. The brief was to find a technology-led solution that could stretch that budget.

He began with a full secondary study: how leading countries, particularly the US, were augmenting manpower through technology, and how simulation tools including VR, AR, and XR were being used for both skills training and post-traumatic stress recovery. This gave the team a global benchmark before any India-specific work began.

With that foundation, Ujjwal moved to primary research inside the BSF. He interviewed commandants across the Border Security Force to map implementation hurdles: cost constraints, procurement procedures, and the operational realities of deploying new technology in a paramilitary context. These conversations shaped the problem statements the framework would need to address.

The team then ran field tests to validate the simulation approach in practice. The findings were synthesized into a Technical Advisory Note submitted to the BSF. Certain field tests subsequently led to deployment, making this one of the few research mandates in his career that moved from advisory to on-ground implementation.
