Her approach was to build the argument on both sides simultaneously rather than starting with a hypothesis to prove. She mapped the case for nuclear adoption and the case against it, then assessed which set of evidence was stronger and more grounded.
On the structural side, she examined Ireland's existing energy grid, the role of renewable energy in the current supply mix, and the capital requirements for nuclear implementation. She looked at comparable countries where nuclear regulatory costs were already high, and assessed what those costs would imply for Ireland, a country she identified as carrying even higher average regulatory overhead.
The most important finding came from the infrastructure data itself. Ireland's grid did not require, and could not support, the scale of reactor that exists in larger nuclear-powered countries. The reactors Ireland would need are smaller modular designs, of which only a handful are in active use globally, all still works in progress.
She also mapped the source quality on each side of the debate. The scientific community, which largely opposed nuclear adoption, came with clear data and strong supporting resources. The political side, which favored nuclear, was less grounded in technical evidence. That asymmetry in evidence quality shaped her conclusion.
Her view shifted from the initial assumption that Ireland was ready to go nuclear to a more qualified position: the infrastructure trade-offs, capital requirements, and the maturity of available reactor technology made nuclear a poor fit for Ireland's current energy context, and optimizing the existing renewable supply was a more defensible path.
